You see the bet on the turn as a potential value bet (which is true) against a jack or perhaps a medium pair. Yet, you are going to check/fold the river. It would be perfectly reasonable for a player with a jack to call a bet on the turn and value bet on the river. If you bet the turn and get called, the river is going to warrant another bet.

I like raising more when there are limpers and I'm in the blinds regardless of what I have.
