He figures 4 didn't help you on the turn fits.
On the river, he figures he's only beaten by AQ, so he stabs at it.

That said, you need to raise the flop and the turn.

I think there actually is room for some educational content in this post. Here's one:

Agreed. And if there was some raising instead of just calling, this would be a much easier $20 to earn because we might gain some information. But its his twenty, let him spend anyway he wants. Or tease us because the answer is two completely random cards that no one in 100 responses would guess.
