Yeah, basically. There's a round of betting after every card except the river, which he didn't really explain perfectly, but that's how the game works.

You ante, get your holecards, then make a flop bet. The amount of your flop bet has to be twice the amount of your ante, or you fold. No other choices.

The flop comes, and you can put a bet in for the turn only equal to the amount of your original ante.

The turn comes and you can bet the river. When the river card comes, the dealer starts flipping hands and making comparisons. The dealers were very shaky at doing this, misreading people's hands like crazy.

I'm too lazy to go back and read if he described it, but another factor was the quality of the hand you made. If you had just a winner, then you got your ante back, but they didn't pay on it. If you made a flush or better, they paid on your ante, too.

About the only way I think you could get close to beating the house edge here is to get some information about the other cards in play from the other players, which could drastically influence your outs. The cards are dealt face down, but the action at the table was pretty lax and people were calling out their cards, or holding them up so others could see them.

The bonus bet was pretty irrelevent. Just by looking at the payout table, I knew it was a really bad deal. But I did see a guy throw down $30 on the bonus and pick up AKs. He was happy.

This wasn't in OP's description, and it makes a big difference.

I should note that I knew the OP wasn't talking about Sklansky's game, but I couldn't find a wizardofodds page for the game he was refering to - oops.

I decided to go down yesterday instead of the weekend and check the game out(i am very impatient). I thought the game was easy money for a good player. I made about 900 in 8-10 hours despite starting out with small bets $5 and $10 ante until I got the hang of it.
I just went back and read my description of the game and saw that I made a couple mistakes. The biggest being that I somehow missed a round of betting. It should read as follows...
1. before you get your hole cards ante(1 bet).Optional bonus bet.
2. after you get your hole cards choice to fold(lose 1 bet) or call (2 more bets ) for a total of three.
3. after the flop you may check or place a single bet in turn circle for a total of 3 or four bets.( this is the one I somehow skipped).
4. after the turn you may check or place another single bet in the river circle for a total of up to 5 bets + optional bonus bet.(minimum 3 bets if you call hand).
*** also the original ante bet was only payed if you had a winning flush or better otherwise you would be payed for only flop, turn, and river bets and you the ante is a push.
*** and finally for the bonus bet unsuited AK was 15-1, and suited A-JQ were 20-1 each.

My basic strategy was pretty simple. I was not overly selective preflop playing any hand with a face, most suited or connecting cards and only throwing garbage 2-(2-9), 3-(2-9 etc. Then betting almost any piece of the flop or fair draw.
I found it very helpful to play the corner seat at a full table and watch how people are betting as the more people at the table who had a hand the easier it was to tell what was left in the deck for the dealer(the more action at the table the less cards left for the dealer),also the casino was allowing alot of talk about your cards so listen to what people are saying. I was able to feel safe value betting A or K high to the river when the table was loaded.
I stayed away from the bonus for the most part except for some fun bets when I started to get up good. Your bonus bet is allowed to be less then your ante, so when I played it I made that bet much smaller.
I think this is a game where a strong player can win using a smart strategy. The casino was also happy with the game because the vast majority of players played the big edge bonus bet, played every hand, and had no idea when to bet after flop.

The changes increase the payout on the bonus bet to $0.911 per $1.00 bet.
