It's a good idea in theory, but the good poster group will be a minority by far, and will not have enough power to clean up the forum.

It's my belief that they should be called out by name. It's hard to convince someone just how bad they suck on the internet, but if you can convince everyone else that someone sucks, it's usually effective.

My thinking was that if it were to grow in the right direction and the ignore list was readily available, we would get a lot of people who realize how valuable it is.
