i'm sorry, but did I at some point commit to starting a discussion? You gave an oversimplified question, i gave an oversimplified answer. I haven't stopped you from starting a discussion. I just find it odd how you seem to think i was responsible for initiating somehting you WANT to have discussion about.

the simple but not practical answer is to only allow the amount of pollutants generated that the world can filter and leave no increase in levels. what gives anyone the right to make our rivers or air less clean so that they can make more money.

In very simplistic terms, you do, I do, everybody who participates in modern day life does. IMO this is why the environment is ignored.

The environment is not ignored. A simple perusal through all EPA rules, regulations and other minutia illustrates that. Priority is a better word to use in reference to the environment. There are more than 6 billion people on the planet and the environment is going to change in response to all the human activity required to sustain this many people. At best humans can make the effort to prioritize (is that a word?) and keep the changes in the earth's ecosystem to the minimum possible given this fact, unless you want the entire world to suddenly become Amish. And that would have its problems also aside from the cultural aspect; huge mountains of animal manure would have to be dealt with.
