Two best options are
1) games like Casino War or PaiGow where you have something like a coin-flip situation
2) Video Poker (Jacks or Better, specifically), where you can continually double up(a 0% HA bet) until you hit your target. Playing 5 coins, it also has a 4000 coin bonus for a Royal Flush.

If busting out is not a concern (ie: high risk tolerance, huge bankroll), then the best game is ones with lowest HA. For Playtechs that allow it this would be BJ switch. For those that don't, double up bets in VP is also good.

You increase your EV by setting your target as high as you can stomach.

In the coin flip example, doubling up once has an EV of $150 (out of a $200 bonus). Doubling up twice has an EV of $175. Doubling up 3 times has an EV of $187.5. As you can see the increase of EV approaches a limit (can't ever get EV = Bonus), so at some point your risk tolerance kicks in and you stop.

This is wrong.

You buy variance by paying house advantage. It can be better to play games with a higher HA if you get much more variance.

I enjoy hypothetical questions. I understand by optimal you mean maximum EV? Then clearly betting everything on a VP hand (choosing VP with the lowest HA) and then doubling up to infinity will unlock 99.5% of the bonus. Actually more than 100% if you count the comps.
