They're FDIC insured, and while their website is not as slick as ING's, it's good enough for me. I've had an account with them for a month, and everything seems to be fine. 3.25% is the highest APY for a savings account that I know of.

Assuming the rates stay constant, in order for the extra interest on the Emigrant account to generate more money the ING $25 bonus, you will have to invest at least $5,555.56 for one year (or over $11K for 6 months). In other words, if you are looking to put less than $5K in there, you still may want to go with ING and get someone to refer you.
