he's most likely base dealing and the easiest way to tell is if he's holding the cards very loosely and unorganized in his hand. That together with arms moving slightly more than a regular person would while they are dealing cards. It also makes a slightly different noise when they are bottom dealing. Given the hands you are talking about if any of my above statements rings true then he's cheating. don't let him play in the game.
