I think the consensus here is that the exclusive OR is intended.

Thus, small blinds (minimum 2/4 apparently) with deep stacks and large blinds with shortish stacks both wind up in mid-high limit. Though I suppose a further refinement of making it only deep stacks is probably reasonable by other people's views.

My deep stacked .50-1.00 blinds home game hands seem to get pretty good results when I post them here.

I think the forum split is working out great and is fine as is.
