Rep. George R. Nethercutt, Jr., R- Wash., looks out from the electric and low-emission vehicle Tango Wednesday, Sept. 18, 2002, near the the Capitol. The Tango, manufactured by Commuter Cars Corp. of Spokane, Wash., is narrower than a Honda Goldwing motorcycle and accelerates faster than a Dodge Viper.
