If someone has 8[img]/images/graemlins/spade.gif[/img]9[img]/images/graemlins/spade.gif[/img], he's folding to your flop bet. There are lots of hands containing two unpaired cards between 6 and K, and they can't call unless they're suited in diamonds. You give them a free card and if they make second pair on the turn, they are probably taking it to a showdown. If they miss the turn, they check-fold. Giving a free card in that situation is no good.

If the small blind folds, I'd be checkraising 9 [img]/images/graemlins/spade.gif[/img] 8 [img]/images/graemlins/spade.gif[/img] a fair amount of the time here. I certainly wouldn't put it past a 37/15 semi-lag to do the same.

That being said, I still like a bet in this spot absent some extraordinary table dynamics. This hand might be showdown bound, it might not, either way better to just bet the flop and play poker from there. I find it very hard to believe a flop bet has no folding equity here.
