IMO having extra blind structures that are very low only serve to waste time. It is much better to start the avg stack at 20BB and have longer levels.

I disagree. Starting at 20BB will mean that some players bust pretty quickly, and you might as well give everyone their money's worth. If this was limit, then I'd be more inclined to go along with long levels/big BB start.

then start at 30BB or 40BB and go slower levels.

My experience is that at the beginning the blinds are way to small as to just be essentially wasting time (or not making efficent use of it if you will), and that at the end it is a pushbot donkfest.
