I had a feeling it was unorthodox. The check raise on the turn is to both charge any drawers (probably CO) and scare the BB into checking the river. If you accomplish this then you charge the drawing hand an extra bb while seeing the showdown for the same price.

The check raise on the river is a back up plan in case CO gets frisky. It should only be done if CO bets and another broadway or club doesn't hit on the river. It is meant to fold the BB. It only needs to works a small %of the time.

And if CO folds to BB's turn bet then none of this nonsense needs to be employed.
