If the turn is a blank, I'd wait in the weeds there too, as you really need someone to make a good second best hand. Raising the flop to charge draws is stupid, you want the draws the come and hit. Raising to build a big pot is shooting too early, you want someone to make a hand worth betting, and on this type of flop many cards make many hands on the turn, and betting on the flop may get them to fold.
