Maybe.

At retard school those were the two things in abundance: chocolate and cigarettes. We had boxes full of bags of chocolate chips and basically everyone but me had at least a carton of cigarettes in their room at all times that they were allowed to smoke whenever.

They let them smoke cigarettes so they wouldn't do drugs or fight or steal? Sounds like a good plan to me.

I think that was the plan, but it didn't work well at all. Those three things happened a lot at the school and also the teachers hated the smoking so they aren't going to be allowed to do it next year.
