On the river I think this is a clear 3bet, most big flush draws would have bet the turn, and this river raise is often just a T or maybe even a 5 that whiffed a turn c/r. There are a large # of worse hands that will raise (and call the 3bet), and there's also the possibility that the 3rd player will call with a T or some other equally weak hand.

i'd raise the river the first time. CO is almost certainly pairless (unless he hit the T.. in which case he may call 2 bets anyway) after checking the turn, so your overcall hopes are on Tx or Ax. SB could have Tx (maybe 3x) and want to see a showdown.
