I would say PartyPoker has the most and worst players, overall. However, their lowest limit is, I believe, .25/.50. PokerStars has better players, I think, but they go lower in limits. If you're going to be start out low, however, you're going to find a lot of loose knuckleheads on the major sites.

There are loose tables at PokerStars, which shows % seeing flop in the lobby, and Pacific has soft tables. Both have micro-limits, too. I'm playing .02/.04 at Stars and I'm crushing them.
