TT is 3 possibilities out, QQ is 3, and 33 is 1. 33 and TT are often played this way (some players may fold 33 preflop, but i doubt he would) but many players would reraise QQ preflop. Its not fair to give QQ equal weight to TT and even if he only calls u w/ boats and better the push is neutral if he reraises QQ 1/3 of the time preflop (2QQ+133 v. 3TT) and good if he reraises w/ QQ any more often (as i suspect he does).
