im confused about the reasoning behind this. calling half a bet is wrong but calling a full bet is right?

You're not quite getting 9-to-1 the first time because you aren't closing the action. You have to account for the fact that BB will sometimes raise the pot.
The second time, you are closing the action, and thus getting 9-to-1 on the nose. FWIW, I don't think completing or not completing here is that big of a deal, unless BB raises a lot. |
