the "dormant" charge only applies if you have a balance currently on the card. if you never load it, there is no penalty.

Hi,
There was a big news story where the IRS went to court and got all the VISA/MC accounts of US residents issues from non US banks. I believe it was posted on 2+2 in response to a question about the neteller debit card which degraded into a 'what if' thread about using an offshore bank account and an offshore banks VISA/MC to pay for basicly everything. i use the card for my regular running around cash. i happily pay the $5.25/$1,000 fee rather than cashing large checks or adding to the amount of EFT's i have in a year. [/ QUOTE ] Where are you able to make a $1000 withdrawal at one time using a Neteller card? I did quite a bit of research on this and I couldn't find a bank, ATM, or reatail outlet of any kind that would let you take out more than $500 at a time.
