I don't know which skin they are playing, but they seem all to be non-US players.

It's Eurobet players, who happen to mostly be non-US residents.

It's just mostly Eurobet players residency is a non-issue from my experience.

I seem to recall something about players from Japan being listed as "Unavailable" due to some sort of legal thing.

One of my old party screen names had the city listed as Not Available. Recently I created a new account and now my city is listed on that account.
