I am no authority on this but my understanding is the ATM market is a racket where you need to get set up with a USA issued card or pay fees on US ATM machines. I am pretty sure the Neteller ATM card is issued by an American bank (at least it was a few months ago). In a similar fashion, Neteller checks are drawn from an American bank (Harris Bank and Trust in Chicago) even though neteller is a canadian company. As to why this is, I dunno, but I suspect it has to do with being able to offer a card which can be used at many ATM machines throughout the US.
