I don't feel as though the shortstack will feel that I'm folding for $28 more, so I think that the $20 bet should be a lot scarier to most people than the all-in bet. The all-in bet just reeks of AK.

I would not put him on a flush draw, i would say pocket pair or AQs. But since you he is low stacked, he might be bluffing or might have a pocket pair. If a A or K comes up on the turn or river, i think you got this. A call is not bad here.
