his play throughout the hand is very horrible.

Limping is OK, and I'm OK with calling the raise. He closes the action for $40 into a $140 pot, getting north of 3:1. I think there's only $180 in the pot on the flop -- unless I'm missing something, both the blinds see the flop for a total bet of $60, plus the cutoff seat.

His flop call seems OK.

I agree that his tiny flop bet is lame, and that his river play is worse.
