Try Krakow in Poland, a bit cheaper than Prague but almost as beautiful. Not exploited either (I've been to basically all of Europe and this city is not invaded by tourists yet). Also, check out Split in Croatia and Sofia in Bulgaria. Beautiful and cheap as well.

Kiev or Vinnitsa in the Ukraine. Very cheap living and the sights are awesome. Crime isnt bad and you wont stick out like a sore thumb. You can get a very nice home for less than $50K in some places.
