I think the point was that the gap is static in ring games, but is constantly changing in a tourney due to the changes in blind/stack ratio.

for the record, I was pretty disapointed in TPFAP, too, but it does have some decent nuggets in there. I just felt it focused too much on rare situations where ring game strategies differed from tournament strategy...which, I must say was exactly what the intent was. I definitely don't think that you can give TPFAP to a beginner, or even just a limit ring game player and expect it to do anything but confuse.
When Dan Harrington's books and Greg Raymer's book come out, there will be a "tourney bible".
