If you are currently playing on your account, and play a bit before cashing it out Adde, it will be no problem.
(Well, hopefully not, we are talking about Party though [img]/images/graemlins/wink.gif[/img] )
What they do not like is transfers for non playing purposes, so transfer and cashout the same day is a bad idea.

if you play a few hours before cash out there should be no problem at all.

I wouldn't recommend this, perhaps if your friend is willing to wait for at least a week or two or longer and you willing to gamble with the funds somewhat, i don't think there's a problem.

Do Neteller and Party share information about cash-in/cash-outs? I'm not sure, but if they do, they wouldn't be too happy if they knew.

I would ask him to cash out normally for both our peace of mind.
