This is a fine hand to play for that price IF you have a good read on your opponents. It looks like you probably won at showdown, but that's the problem with these hands, you have to play them so passively. Flop is good because you want to see what he does on the turn and his flop bet looks very weak. You could consider coming over that, but I think the plan should be to let him bluff of some chips. Checks on the turn is conservative but fine. I think you can probably bet it and think you're ahead, but you may want to let utg bluff of or call some chips on the end, so checking is fine. You can't really raise the river because your hand isn't great and he probably isn't calling any substantial raise with anything you beat. All in all a fine hand, but make sure you have good reads on your opponents when you play marginal hand preflop.
