Do you mean as opposed to limping the first time or do you mean 3betting the second time? Both seem reasonable to me.

I agree. When the action closes to you with 5 people preflop, raise it up again to give that 10 9s a big pot to play for.

Why not 3 bet the flop to make the turn play much more straightforward than it ended up being?
