When I try to play more laggishly it strikes me that folks give me more credit for a hand when I check the flop and bet the turn. This is not to say I don't make cb's on the flop, just that when I'm raising more than usual a cb on the turn has fe.

I'd take the free river here...he's called your flop bet, he's pretty bad so he's most likely calling your turn bet and he isn't folding. Semi-bluffs work because they win by getting opponents to fold, and by eventually making the best hand...one of those reasons isn't valid here because he won't fold.
Take the free card.
