I just started learning how a few days ago. So I don't know much yet and would like to hear from anyone who knows more but I will tell you what I have found out so far.

There are many ways to make animated gifs the best method to use depends on several things.

Where you plan to get your starting video or images from.

How big the final file will be.

How many changes you will need to make to the starting images.

How good of a final product you want.

What software you have to use.

I am just starting so I am using freeware and stealing premade .gifs and modifying them. Here are a few links for you to try.
