If they say "I check" kinda slowly and with some hesitation, I think that can indicate a checkraise, but it really depends on whether he is a good player and expects you to bet for good reason or is a bad player and always checkraises his strong hands, and you read him for a strong hand. A lot of other things are of course equally important to whether or not you think you are going to be checkraised.

In general, I think the "I check" statement, said in a typical way usually means "please don't bet"
