I would raise the flop on a two tone board with a straight draw too. When he 3-bet you on the flop it's time to call down I think but you have to raise somewhere.

I think your play is alright. I like waiting for the turn to jump in this spot.
The 9 falling on the turn may even make your opponent think you are representing a set (that you don't have, since you raised preflop) and he may play back into you if he made top pair. If he re-raises, I think I cap and call down the river if he still shows aggression. I think this is a hand where it would be nice to have a read on the enemy..... |

I don't like capping the turn, when he 3-bets you it's time to slow down.
