I think you need to bet again to charge the players drawing to weaker hearts and a straight. You describe UTG1 as a TAG and so thus you can probably rule out Axo with the ace of hearts from his limping range and since the others are unknown checking this is too weak. Also, I would expect you would have been raised on the flop by somebody holding the Ah so you're Q high draw has a decent chance of being good if you aren't already ahead.
