what's up at 3/6 on party/skins with the lack of seats

I just moved up to 3/6 on party et. al. I've noticed a dearth of open seats. Is this common? A waiting list at every table

if this is the norm, does anybody know why there are so few tables?

I just look for dudes with the word donk in their name, and in the notes I label them fish.
