Default is this right ?

saw this on pstars last night at the stud 8 table i was at... if the high-card is someone who is all-in, who gets to open next? is it the individual to the left of this all-in player, or the person who has the next highest card(s) showing regardless of position?

there was this hand i wasn't involved in, where an all-in player made open kings on 5th st, and the opening duties went to the player on his immediate left, who actually had a lower board than another player still in the hand... this obviously left him at some disadvantage given that his board was worse AND he had to lead
