Blackjack basic strategy insurance information question

I have been casino whoring for a week now and I just have a quick question:

When the dealer has an A showing and offers insurance you obviously turn it down.
However when the dealer doesn't then immediately declare blackjack you then know that the dealers downcard is not a T.

Does the blackjack basic strategy take this into account?
