Acting first/blinds when down to heads-up

Wanted to see how others handle this.

In our tournaments, when it gets down to heads-up, the dealer is the small blind and acts first pre-flop (second the rest of the hand). Are we doing this the "usual" way. Any links/citations to rules are welcome.
