So will the draws fold on the turn or will they go to the river? If they're going to the river, and my goal is to charge them the maximum, then wouldn't it make more sense to call the flop and raise the turn for a total of 2.5BB, rather than raise the flop and bet the turn (2BB)?

I think the chance that someone plays back at you and thus enabling you to increase the pot size further should laregely make up for the times you miss half a bet.
