Default limp in with JJ?

Should I raise JJ preflop when playing the small limits filled with people who call 2 or 3 bets cold with hands like K5 all the time? It seems like the 57% chance of an overcvard on the flop combined with the likelyhood that preflop raises will not chase out a lot of people holding any one face card makes JJ a preflop limper on the smaller limits. If I raise preflop and an overcard flops but I dont hit my trips, should I fold to any bet or wait until the turn when the bets increase?
