Rules question (all-in BB)

This just came up in a online tourney, and i realized i'm not sure about how it should be, anyone care to enlighten me?

Blinds are 50-100 (NL holdem), BB is all-in for 20 (ie. less than the SB). Players can now call 50, not having to make in 100.
Is this correct?
