You are absolutely right. The mistake in your statement is in the fact, that you think he will have the best hand in this case the vast majority of time. Which is not true.
You are afraid to loose. Although bet - is agressive play, in this case bet and fold to raise with the aim of not just being beaten by better flush - is weak-tight thinking.
