Betting question (problem).

Ok, the game is low limit hold'em. 3 players see my pre-flop raise. I bet the flop and everyone calls. On the turn, a player bets out before it gets to me! What should I make of that? Is he strong and just wants to make sure he gets a bet in because I might check, or is he usually bluffing?
