You should realize that short of extremely drastic measures neither you nor your sister will ever be able to stop him from smoking weed. All 16 yr old kids go out with their friends unsupervised, and that means that he can smoke if he wants to. Keeping him from ever seeing his friends is going to be nearly impossible and will [censored] him up more than weed could.

This means that your only hope is educate him so he'll make better decisions on his own (like not posting pictures of himself stoned). Whether you or your sister can do this better is something you'll have to figure out.

fwiw I was smoking weed when I was 16, and I think it was actually a good thing for me then (but I was also doing well in school at the time). I got caught once and my dad basically said a) never drive stoned, and b) don't be stupid about this and do it where you could get caught. I took that advice to heart and I'm sure it helped me much more than "drugs are bad, m'kay?" ever would have.
