Default Line with JJ against tight UTG raiser?

Sorry about the typed in hand, but the converter doesn't seem to work.

Poker Room 2/4 (10 handed)

Hero is UTG+1
Villan is UTG. Stats are 15/5/3

Hero is dealt J[img]/images/graemlins/heart.gif[/img]J[img]/images/graemlins/diamond.gif[/img].

--Preflop--
Villan raises.
Hero 3-bets.
8 folds.
Villan calls.

--Flop--
8[img]/images/graemlins/heart.gif[/img]9[img]/images/graemlins/heart.gif[/img]6[img]/images/graemlins/spade.gif[/img]

Villan checks.
Hero bets.
Villan raises.
Hero calls.

--Turn--
9[img]/images/graemlins/club.gif[/img]

Villan bets.
Hero calls.

--River--
7[img]/images/graemlins/club.gif[/img]

Villan bets.
Hero calls.

Did I puss out on the flop? What is my line here? His PFR is on the low side so I'm putting him TT-AA, AK/AQ, and AJs/ATs/KQs.

There are many more combinations of hands I beat than hands I'm behind, plus I have 2 outs to a set and BDSD and BDFD if he does have JJ-AA. Given that, what is the standard play here? I think I should have 3-bet the flop.
