Default Is it bad to call any two decent cards if a given player will be in?

There was a player at one of my tables tonight who is one of the worst I have ever seen, ever. I am not just saying that because I am bitter that he sucked out on me either (and he did)

He would call any two preflop for any amount of money.

He would call all in (if someone bet 400 into a 22 dollar pot, and he had a flush draw? he called, and he hit!)

However I found myself calling any two decently playable cards (example 9Qs) to a raise if he was in the hand (which was 100 % of the time) because he would call down with ANY piece of the flop or ANY draw.

Is this -EV or standard?
