Default value raising suited connecters/1-gappers

Hi, This is my first post so please bare with me for any mistakes.

My question is what kind of suited connecter/1-gapper should one be raising in a typical loose/passive game. I was playing 4/8 last night, I had Q9s in the BB where there were 6 limpers and SB completed, should I have raised in this spot? I would raise for sure with AJs, KQs, KJs or better in this spot but don't know if I should raise lower suited cards. Also what if I was on the button and there were like 4 limpers to me? What can I raise with then?
