withdraw all money from old account
change email to one that doens't match your neteller account
validate the different email
close your old account
wait however long you feel comfotable
make new account and attempt to use your neteller email
deposit a small amount via neteller
play a short while and attempt to make a withdrawal
wait until withdrawal clears
