Yes, the original raiser cannot reraise if there has only been made a call with additional chips. But in this case Winston was not the original raiser, ME was. Therefor Winston is able to raise again - but ME is not. Had Winston only called, ME would only be able to call. Since Winston had his action reopened, and raised, ME would also be able to raise again - provided ME had enough/more chips.
