Default Blind Raise From The UTG Player counted as 3d blind

Hi,

They opened the first texas holdem table in Bulgaria recently and the casino allows players a "technique" I've never seen online.

The player UTG may raise blind (without looking at his cards). Then if there are callers to his raise and the action comes to him again, he is allowed to look at his cards and RAISE AGAIN even though everybody has only called and noone has raised. In effect, this amounts to a voluntary third blind in the game.

Is there such a practice in US casinos or is it a strict Bulgaian invention? If yes, how is it called in english?

The guys playing in the casino have been playing together in a home game and used this rule but I cannot understand why the casino should allow it.
